v1.7.0

This feature release adds a few new APIs to expose more information in the client or make some things simpler. There are also two minor bug fixes: manually committing a topic with no partitions would previously result in an error, and we previously did not properly load the partition leader epochs for a brief period of time when the client started which prevented truncation detection.
